Abstract
This thesis,on the background of thoroughly implementing the spirit of the 20th National Congress of the Communist Party of China,and implementing the deployment of the National Emergency Management Conference,based on the responsibility and mission of fire rescue work under the framework of large safety emergency and the reality of disasters and accidents in the capital,explores how to continuously improve the comprehensive emergency rescue capability from the aspects of Big Emergency system,dispatching command,diversified forces,quality improvement,infrastructure capacity building and efficiency evaluation.
