摘要
地震灾害中的语言障碍极大影响应急救援、医疗救助、心理抚慰等应急工作效果.文章在研究地震灾害应急语言服务的概念、特点、原则基础上,梳理了日本、美国以及新西兰等应急语言服务成熟国家的发展历程,并分析了我国应急语言发展阶段和不足.文章以情景构建理论为依托,重点研究了我国地震灾害应急语言服务提供主体、服务对象、服务内容以及服务形式等,全景式展现地震应急过程中的服务场景及重点任务.明确地震灾害应急服务需求,将提高未来地震应急管理工作的针对性和有效性,促进应急信息传达和交流,提高救援效率,维护社会稳定,提高国家总体应急管理能力.
Abstract
The language barrier in earthquake disasters greatly affects the effectiveness of emergency rescue,medical assistance,psychological comfort,and other emergency response.On the basis of the concept,characteristics,and principles of emergency language services for earthquake disasters,this thesis summarizes the development history of mature emergency language services in countries such as Japan,the United States,and New Zealand,and analyzes the stages and shortcomings of emergency language development in China.Based on the theory of scenario establishment,this thesis focuses on the sponsors,service objects,service content,and service forms of earthquake emergency language services in China.This thesis presents a panoramic view of the service scenarios and key tasks in the earthquake emergency process.Clarifying the emergency service demands for earthquake disasters will improve the communication of earthquake emergency information,improve rescue efficiency,maintain social stability,and enhance the overall emergency management capacity of the country.
