关于地震灾害应急响应级别问题的探讨

突发事件应对应当遵循分级负责、分级响应的原则.应急响应级别体现的是某一层级的责任主体在组织应对突发事件时运用应急资源的程度.通过比较分析2022年四川省甘孜州泸定县"9·5"6.8 级地震和2023年甘肃省临夏州积石山"12·18"6.2 级地震,不同层级的应急响应启动和升级情况,探讨当前在确定地震应急响应级别方面存在的一些问题,并提出科学判定地震灾害应急响应级别的若干建议.
Abstract
Emergency response should follow the principle of hierarchical responsibility and response according to grades.The emergency response grade reflects the degree to which the responsible entity at a certain level uses emergency resources when it responds to emergencies.By comparing and analyzing the initiation and upgrading of emergency response grades at different levels in the 2022"9·5"6.8 magnitude earthquake in Luding County,Ganzi Prefecture,Sichuan Province and the 2023"12·18"6.2 magnitude earthquake in Jishishan,Linxia Prefecture,Gansu Province,some problems existing in determining the earthquake emergency response grades are discussed,and some suggestions for scientifically determining the disaster emergency response grades are put forward.
