为提升国家综合性消防救援队伍大震巨灾应急救援能力,发挥好应急救援主力军、国家队关键作用,本文以 2023 年"12·18"临夏积石山地震救援为例,结合工作实践与思考,研提大震巨灾应急救援思路举措.应对大震巨灾必须坚持"两个至上",提升指挥决策者在震前、震中、震后三个重要阶段的政治能力、专业素养和组织领导能力,充分发挥好现代化指挥体系重要支撑作用,聚焦救援现场核心环节合理应对处置,不断理解把握救援规律,锤炼提升专业救援能力.
Abstract
To improve the emergency rescue capability of the national comprehensive fire and rescue forces for earthquake and catastrophe,give them full play to the main force of emergency rescue and the key role of the national team,this thesis takes the rescue of the Jishishan earthquake in Linxia on December 18,2023 as an example.Combining practice and reflection,the ideas and measures of emergency rescue for large earthquakes and catastrophes are studied.To deal with the earthquake catastrophe,we must adhere to the"Two Supremacy",enhance the political ability,professional accomplishment and organizational leadership of command and decision makers in the three important stages:before,during and after the earthquake.We should give full play to the important supporting role of the modern command system,focus on the core links of the rescue site,and deal with them reasonably,thus constantly understand and grasp the rules of rescue,and improve the professional rescue ability.
