摘要
中国是世界上地震灾害、地质灾害最为严重的国家之一,地震和地质灾害应急工作对应急快速反应能力的要求是各类自然灾害应急中比较高的,也是难度比较大的.本文通过总结分析我国的地震和地质灾害形势以及近年来典型灾害事件,从强化底线思维、强化抗灾基础、强化应急准备、强化基层应急、强化应急处置五个方面梳理并探讨了地震和地质灾害的应急管理对策.
Abstract
China is one of the countries with the most serious earthquake disasters and geological disasters in the world,and the emergency response ability demanded for earthquake and geological disasters is relatively high and difficult among all kinds of natural disasters.By summarizing and analyzing the situation of earthquake and geological disasters in China and the typical disaster events in recent years,this paper outlines and discusses the emergency management strategies of earthquake and geological disasters in China from five aspects:strengthening the bottom line thinking,strengthening the foundation of disaster resistance,strengthening emergency preparedness,strengthening grass-roots emergency response,and strengthening emergency response.
