摘要
以"4·20"芦山地震和"12·18"积石山地震为例,探讨了中国特色的"大会战"式自然巨灾应对经验.概括分析了两次地震事前的模拟演练"大会战"、事中的应急处突"大会战"和事后的恢复重建"大会战"的主要内容与基本特点;在此基础上对中国特色"大会战"式巨灾应对的理念、领导与社会力量三个方面经验作出概括总结;对已有"大会战"式巨灾应对实践中存在的问题与改进展开了系统的讨论.
Abstract
Taking the"4·20"Lushan earthquake and the"12·18"Jishishan earthquake as examples,this paper discusses the experience of responding natural catastrophes with Chinese characteristics.This paper analyzes the main contents and basic characteristics of the"great battle"of the two earthquake simulation exercises before the earthquake,the"great battle"of emergency response during the earthquake,and the"great battle"of recovery and reconstruction after the earthquake;The problems and improvements in the existing practice of"great battle"style catastrophe response are systematically discussed.
