Grass-roots emergency management forces have complex network characteristics in the social structure,and the establishment of a cross-dimensional governance network among emergency management grass-roots forces is the internally demanded mechanism for developing emergency management grass-roots forces;The operation carrier formed by the integration mechanism of talents,materials,information,technology and other elements and the elements of laws,policies,culture and education,which are jointly participated by multiple subjects,is the operation logic for building emergency management grass-roots forces.Based on the case analysis of provincial-level safe communities in Chengdu,Sichuan Province,this paper provides a scientific theoretical basis for the institutional innovation of grass-roots emergency management forces development,and also provides practical experience for other regions to build grass-roots emergency forces with"unified leadership,consistent powers and responsibilities,authority and efficiency"to meet the requirements of"preparedness for all-disasters and large-scale emergency".
