应急食品的发展及储备

在全球局势变革的背景下,人类命运共同体的理念愈发深入,防灾、减灾、救灾、备灾是人类生存发展的永恒课题.食品作为紧急情况下的必需物资,在突发事件发生后可能会出现系列问题,如食物供应不足导致营养不良;被污染的食物在食用后可能会导致一系列的肠道性疾病等.世界减灾会议中曾提出"具有安全、高质量的食品在防灾准备计划中至关重要",应急食品是在突发事件用以维持人体生存、满足特殊环境下能量、营养和功能需求的一类加工食品(含饮用水),储备应急食品对于保障人民生命健康、提升国家应急响应能力具有重要的意义和作用;本文通过对比国内外的应急食品发展、特殊要求、如何储备应急食品,为应急食品的研究和实践提供参考.
In the background of global situation changes,the concept of a community with a shared future of mankind is becoming increasingly profound.Disaster prevention,reduction,relief,and preparedness are eternal issues for human survival and development.Food,as a necessary supply in emergency situations,may arise a series of problems after an unexpected event occurs,such as malnutrition caused by insufficient food supply,a series of intestinal diseases caused by contaminated food.The World Conference on Disaster Reduction(WCDR)has proposed that"safe,high-quality food is essential in disaster preparedness programs".Emergency food is a kind of processed food(including drinking water)used to maintain survival of human body and meet the energy,nutritional,and functional needs in special environment in emergencies.Emergency food reserve has great significance and plays a vital role in safeguarding people's lives and health and enhancing national emergency response capabilities.This paper provides references for the research and practices of emergency food by comparing the development,special requirements,and emergency food reserve at home and abroad.
