城市突发极端暴雨灾害风险防范与应急处置研究——以美国"艾达"飓风事件为例

当前,国内外城市面临的暴雨灾害具有极端性、高强度等显著特征,对城市公共安全与应急管理产生深远影响.本文基于灾害系统理论,以美国"艾达"飓风事件为例,从孕灾环境、致灾因子和承灾体三个视角进行成因分析.在此基础上,围绕提升孕灾环境稳定性、减弱致灾因子危险性和降低承灾体脆弱性三方面提出改进策略建议.结合我国城市应对极端暴雨灾害现状,系统提出相应的风险防范和应急处置对策建议,期望对进一步提升我国城市韧性,减轻气候变化衍生极端暴雨灾害的不利影响有所启发.
At present,rainstorm disasters faced by domestic and foreign cities are characterized by extreme and high intensity,which have a profound impact on urban public safety and emergency management.Based on the theory of disaster systems and taking the example of Hurricane Ida in the United States,this paper analyzes the causes from three perspectives:disaster prone environment,disaster causing factors,and disaster bearing bodies.On this basis,improvement strategies and suggestions are proposed in three aspects:improving stability of the disaster prone environments,reducing risk of the disaster causing factors,and reducing vulnerability of the disaster bearing bodies.In combination with the current situation of domestic cities in coping with extreme rainstorm disasters,this paper systematically proposes countermeasures and suggestions for risk prevention and emergency response,expecting to be enlightening for further improving of urban resilience in China and mitigating the adverse effects of extreme rainstorm disasters derived from climate change.
