基层是地震应急响应的第一线,多年的破坏性地震应急救援实践表明,地震发生以后,应急响应主要依靠基层层面.基层对灾区的情况比较熟悉,能在第一时间抵达灾害现场,由当地基层组织或个人迅速开展抢险救灾工作,可以在较大程度上提高人员搜救、伤员救护、受灾群众安置等各项工作的成效,有效减轻地震灾害带来的损失.
Abstract
The basic level is the first line of earthquake emergency response.Years of devastating earthquake emergency rescue practices show that after the earthquakes,the emergency response mainly relies on the basic level.The basic workers are familiar with the situation of the disaster area,be able to arrive at the disaster site in the first time,and local basic organizations or individuals can quickly carry out emergency rescue and disaster relief work,which can greatly improve the effectiveness of search and rescue,rescuing the wounded,and resettling the affected people,and effectively reduce the loss caused by the earthquake disaster.
