摘要
准确的地震灾害情景构建是制定科学合理防震减灾方案与有效提升社会韧性的前提条件.近年来,随着互联网技术的迅速发展,社会大数据凭借其海量性、实时性和多样性等特点,为地震灾害情景构建提供了新的数据来源和分析手段,进而实现更加精准、精细与动态的灾害情景模拟.本文分析了传统地震灾害情景构建方法所面临的挑战,阐述了社会大数据为地震灾害情景构建带来的机遇,并从数据赋能、实时监测、风险评估、应急响应、资源调度和公众参与等多个方面系统论述了社会大数据如何提升地震灾害情景构建的效能.
Abstract
Accurate construction of earthquake disaster scenario is a prerequisite for formulating scientific and reasonable earthquake prevention and disaster reduction plans and effectively enhancing social resilience.In recent years,with the rapid development of internet technology,social big data,with its massive,real-time,and diverse characteristics,provides new data sources and analytical methods for constructing earthquake disaster scenarios,thereby achieving more accurate,refined,and dynamic disaster scenario simulation.This paper discusses the challenges faced by traditional earthquake disaster scenario construction methods,elaborates the opportunities brought by social big data for earthquake disaster scenario construction,and systematically discusses how social big data can enhance the efficiency of earthquake disaster scenario construction from multiple aspects,such as data empowerment,real-time monitoring,risk assessment,emergency response,resource scheduling,and public participation.
