Desktop simulation,as an important method for enhancing the emergency response capability of business units,can effectively test the company's command procedures,the degree of plan application,the effectiveness of strategy formulation and the ability to dispatch forces.According to describing the entire process of an emergency event,the scenario construction provides emergency response scenario with the participation of all members of the emergency function group,and develops an emergency plan based upon the scenario through team negotiation teaching mode in the form of TBL.This paper is based upon the observation of desktop simulation conducted by 14 chemical enterprise business units,summaries shortcomings of each emergency team in the process of desktop simulation on the four stages,analyzes the practicality and practicality degrees of desktop simulation in secondary business units,and provides strategies for improving enterprise emergency capabilities,in order to better applies scenario based TBL form desktop simulation to emergency response training at all levels of the enterprise.
