摘要
地震灾害具有突发性、难以预测性以及频度较高等特点,一旦发生易造成强大的破坏力、严重的次生灾害、巨大的经济损失、惨重的人员伤亡及深远的国际影响,是最难预防和处置的自然灾害之一.通过分析消防救援队伍在地震救援中存在的问题,提出包括职能定位、组建模式、响应机制、人员构成等快速救援力量建设体系,得出在组训、保障、联动等方面进行战斗力提升的措施,对于建立救援经验丰富、器材装备专业和战斗力过硬的专业救援队伍具有重要参考价值.
Abstract
Earthquake disasters have the characteristics of suddenness,unpredictability,high frequency and so on.Once it occurs,it is easy to cause powerful destructive force,serious secondary disasters,huge economic losses,heavy casualties and far-reaching international influence,which is one of the most difficult natural disasters to prevent and deal with.By analyzing the problems of fire rescue teams in earthquake rescue,a rapid rescue force construction system including functional positioning,formation mode,response mechanism,and personnel composition is proposed,and measures to improve combat effectiveness in training,support,linkage and other aspects are obtained.It has important reference value for establishing a professional rescue team with rich rescue experience,professional equipment and excellent combat effectiveness.
