摘要

社会应急力量作为应急力量体系的重要组成部分,在防灾减灾救灾工作中发挥着重要的作用.基于深圳市社会应急力量的发展经验,总结其建设模式,突出表现为坚持能力建设专业化、推行培训考核标准化、持续增强自主造血能力、注重与政府部门的协同联动.指出队伍建设管理不规范、支持保障不充分、救援协同不顺畅是当前制约社会应急力量发展的主要瓶颈.进一步探讨了推动社会应急力量高质量发展的优化路径,从把握专业化发展方向、支持社会化服务模式、推动协同化体系建设等方面提出了具体措施建议,以期为相关政府部门培育和扶持社会应急力量健康发展,引导和规范其有序参与应急工作提供参考.

Abstract

The social emergency forces,as an important component of the emergency response system,plays a significant role in disaster prevention,mitigation,and relief work.According to development experience of social emergency response force in Shenzhen,the construction model is summarized,which highlighting the insistence on the professionalization of capacity-building,promoting the standardization of training and assessment,and the continuous enhancing the independent blood-forming capacity and focusing on collaborative linkage with government departments.It is pointed out that the main bottlenecks on currently development restricting of social emergency forces are lack of standardized team construction and management,insufficient support and guarantee,and unsmooth rescue coordination.Further exploration was conducted on the optimization path to promote the high-quality development of social emergency response forces,and specific measures are proposed in terms of the direction of professional development,supporting socialized service model,and promoting construction of a collaborative systems,in order to provide references for relevant government departments to cultivate and support the healthy development of social emergency response forces,guide and regulate their orderly participation in emergency work.
