摘要
全球气候变化导致强降雨突发、频发和多发,严重影响人民生命和财产安全.为查找出防汛抢险工作上的薄弱环节,潍坊市防汛抗旱指挥部组织了2024年防汛防台风抢险综合演练.演练以2019年暴雨洪水来袭时白浪河流域防御洪水和处置险情的调度流程为背景,设置了包括白浪河流域防洪调度桌面推演、管涌险情抢护、应急供电照明、抢筑子埝、水上救援等5个室内外科目,全面演示了流域指挥部在预报、决策、抢险、人员救援等防汛工作的各个环节,统筹考虑白浪河流域上下游、左右岸、干支流的防洪压力和应急处置.认真总结了演练经验并分析评估了演练全过程,达到了防汛综合演练的预期目标,也为其他地区开展类似演练提供了借鉴与经验.
Abstract
Global climate change has led to sudden,frequent and multiple occurrence of heavy rainfall,seriously affecting people's lives and property safety.In order to find the weak links on flood control and rescue work,Weifang Flood Control and Drought Relief Command organized the 2024 flood and typhoon rescue comprehensive exercise.The exercise was based upon the dispatching process of flood prevention and handling of dangerous situations in the Bailang River Basin during the heavy rainfall and flooding in 2019,and set up 5 indoor and outdoor subjects,including desktop simulation of flood prevention and dispatching,emergency response in case of pipeline surge,emergency power supply and lighting,embankments construction,and water rescue,etc.in the Bailang River Basin,fully demonstrated all aspects of the flood prevention work,such as prediction,decision-making,rescue,rescue of personnel and other aspects,which comprehensively took into account the flood control pressure and emergency response including the upstream and downstream,left and right banks,main and branch banks in the Bailang River Basin.The experience of the drill was carefully summarized and the entire process was analyzed and evaluated,which achieved the expected goal of the comprehensive flood control drill and provided references and experiences for other regions to carry out similar drills.
