Objective:To analyze the diffusion patterns and characteristics of county-level medical community policies,providing references for policy formulation and promotion.Methods:Based on policy diffusion theory,combined with policy reference network analysis,the study analyzed the diffusion intensity,breadth,speed,and direction of county-level medical community policies from 2010 to 2024.Results:A total of 395 policy documents were included,comprising 12 central-level and 383 local-level policies.Policies with greater diffusion intensity and breadth were issued by higher-level administrative agencies and were predominantly opinions and notices.Policy diffusion speed followed an alternating"slow-fast-slow-fast"trend over time,with a combination of top-down and parallel diffusion directions.Conclusion:The diffusion of county-level medical community policies is influenced by administrative level and policy type,with varying diffusion effects at different developmental stages.It is recommended to strengthen the demonstrative leadership of policies,optimize diffusion effectiveness,enhance communication networks,and ensure effective implementation of county-level medical community policies.
