Objective:As a new model of the healthcare service system,county medical communities play a significant role in integrating county,township,and village healthcare resources;enabling teleconsultations and information sharing;and promoting cross-departmental process integration.The application of internet information technology is key to achieving the value goals and service integration of medical communities,aligning with the principles of holistic governance theory.Following the analytical framework of holistic governance theory-covering"governance levels,governance functions,governance tools,and value goals"—this study analyzes the alignment of objectives among governance and functional departments at different levels within the construction of county medical communities.It examines how these alignments enhance the overall service efficiency of the medical communities,providing theoretical and empirical evidence as well as decision-making references for future development.
