医药卫生产业是"十四五"与《2035年远景目标纲要草案》均提及的重点发展产业,为人民提供全方位全生命周期健康服务是国之要务.在此宏大背景下.文章基于AHP与熵权法从技术水平、医疗水平和卫生资源总量对徐州市医药卫生产业进行综合评价,梳理出该产业存在着医疗救助制度不完善,重病致贫保障有待加强、专业技术人才少,缺乏高层次人才等问题,其次,依据实证分析,提出建立完善重大疾病医疗救助制度,加大救助支出、加强专业人才培养,鼓励创新精神等产业优化措施,以期助力徐州市医药卫生产业水平的高质量发展.
Abstract
The pharmaceutical and health industry is the key development industry mentioned in the"14th Five-Year Plan"and the"Draft of Vision Goals for 2035",and it is the national priority to provide people with all-around and life-cycle health services.Under this background,based on AHP and entropy weight method,this paper makes a comprehensive evaluation of Xuzhou medical and health industry from technical level,medical level and total amount of health resources.Sorting out the problems of the industry,such as the imperfect medical aid system,the need to strengthen the protection of serious illness leading to poverty,the shortage of professional and technical personnel,the lack of high-level personnel,and so on.Based on the empirical analysis,the author puts forward some industrial optimization measures,such as establishing and improving the medical aid system for major diseases,increasing the aid expenditure,strengthening the training of professionals and encouraging the spirit of innovation.In order to help Xuzhou medical and health industry level of high-quality development.
