摘要
为提升县域质量竞争力,加快质量强省建设,山东省开展了省级质量强县(市、区)创建活动,探索性地制定了质量强县(市、区)评价指标体系,评选出两批20个质量强县(市、区).结合评价数据和评价结果,提炼出"区域间发展不均衡""质量发展意识需提升""质量工作财政经费保障需加大""质量技术基础需夯实""创新能力需增强"等五个不足问题,并从"强化质量治理能力"等四个方面提出质量强县(市、区)创建工作建议.
Abstract
In order to improve the quality competitiveness of counties and speed up the construction of quality strong provinces,Shandong Province has carried out the creation of provincial-level quality strong counties(cities and districts),explored the development of quality strong counties(cities and districts)evaluation index system,and selected two batches of 20 quality strong counties(cities and districts).Based on the evaluation data and evaluation results,five deficiencies such as"unbalanced development between regions","awareness of quality development needs to be improved","financial support for quality work needs to be increased","quality technology foundation needs to be consolidated"and"innovation ability needs to be enhanced"are extracted,and suggestions on the creation of high-quality counties(cities and districts)are put forward from four aspects such as"strengthening quality governance ability".
