社会共治视角下地级市食品安全风险交流体系初探

摘要
食品安全风险交流贯穿食品安全风险分析全过程,是实现"社会共治"的重要手段和形式,也是"社会共治"原则下的食品安全风险治理的重要组成部分.本文从"社会共治"理念着手,探索了地级市食品安全风险交流体系优化建设,提出了基于食品安全委员会领导、食品安全委员会办公室主导统筹协调、构建风险交流组织架构思路.文章阐述了风险交流机构设置及职能运行机制;对地级市食品安全风险交流信息平台的模块组成及其建设内容,进行了较为详细的论述,以期推进地级市食品安全风险交流体系的优化建设,落实食品安全"社会共治".促进"食安城市"和"健康城市"建设.
Abstract
Food safety risk communication permeated the entire process of food safety risk analysis.It was a crucial method and manifestation of"social co-governance"and also was a significant element of food safety risk governance within the framework of"social co-governance".The food safety risk communication system of prefecture-level cities established in"social co-governance"concept was discussed in this paper.It was the better idea of establishing the organizational structure of risk communication under the guidance of the Food Safety Committee,which the Office of the Food Safety Committee implemented daily work.The risk communication institutions and functional operation mechanisms was elaborated,and detailed discussed the conducted on the module composition and construction content of the food safety risk communication information platform for prefecture level cities.That was the hope to promote the optimal development of the food safety risk communication system from"social co-governance"in prefecture-level cities,and enhance the development of"food-safe cities"and"healthy cities".
