In order to explore the concerns and relative neglect in the current policy formulation of county-level convergence media centers in China,and provide feasible references for future policy formulation and optimi-zation,this paper takes 23 policy texts related to the construction of county-level convergence media center issued by the central government and various ministries and commissions from 2018 to 2022 as the research object.Using Nvivo12 plus analysis software,the qualitative text analysis is carried out from the two dimensions of policy tools and policy elements of county-level convergence media center.It is found that there are some problems such as less use of incentive tool,symbol and admonition tool in policy tools,insufficient construction of communication system and content release in policy elements,and low fit between some policy tools and policy elements.It is sug-gested that in future policy formulation,attentions should be paid to optimizing the combination of policy tools,strengthening the construction of communication system and content release,and the effective combination of policy tools and policy elements.
