摘要
从一般性组织结构的创新思路及指挥与控制(command and control,C2)方法空间模型出发,以决策权的分配程度、横向协调程度、交互程度、C2单元的规模大小、C2单元的数量及关系影响强度6个维度来描述网络信息时代C2组织结构内中心与边缘C2单元之间的关系.通过构建C2组织结构的六维模型,厘清信息共享在组织横纵向间的共享,决策权在不同层级之中有效赋能与分发,该组织结构在应对网络信息时代下不确定的战时环境时与传统结构相比更具备决胜优势.
Abstract
Based on the innovative ideas of general organizational structure and the space model of command and control(C2)method,the relationship between the central and the edge C2 unit in C2 organizational structure in network information age is described by six dimensions,including the distribution degree of decision-making rights,the horizontal coordination degree,the interaction degree,the size of C2 unit,the number of C2 unit and the intensity of relationship influence.The information sharing between the horizontal and vertical directions are clarified by building 6-dimension model of C2 organization structure,decision-making rights can be effectively empowered and distributed among different levels.The organization structure has more winning advantages in coping with the uncertain wartime environment in the network information age compared with the traditional structure.
