Objective To explore the construction of individual scientific and technological value evaluation systems for talents in tertiary grade A medical institutions. Methods The basic framework of individual scientific and technological value e-valuation of medical institutions was constructed by the method of literature research combined with the scientific and techno-logical evaluation indicators and practices of medical institutions. The Delphi method was utilized to screen indicators, and the expert assignment method was used to determine indicator coefficients. An expert evaluation method was developed for content validity testing. Results An individual scientific and technological value evaluation system consisting of four primary indica-tors,six secondary indicators, and thirteen tertiary indicators, namely research output, academic impact, research conditions, and academic integrity, was constructed. The content validity index I-CVI of each level of indicator ranged from 0.83 to 1,and the overall content validity index S-CVI of the indicator was 0.96.It was applied to the professional title evaluation, talent pro-ject selection, and tracking evaluation of scientific and technological talents in medical institutions. Conclusions The evaluation system of individual scientific and technological value was oriented towards high-quality technological innovation and the compe-tence and contribution of talents, providing evaluation tools for promoting the pilot work of scientific and technological talent e-valuation reform.
