Objective This study aims to analyze the management of the external allocation of scientific research funds in some representative grade A tertiary hospitals and medical colleges in Beijing,and sort out the characteristics of the mode in the supervision process of scientific research and technical service contracts,thereby putting forward suggestions for regulatory improvement.Methods Nine grade A tertiary hospitals and medical universities in Beijing were selected to conduct interviews and research on the supervision of the outsourcing of business expenses for scientific research projects,to understand the approval process,competent authorities,rele-vant responsible persons,and regulatory measures for the outsourcing of business expenses of scientific research projects,such as com-missioned testing and laboratory processing,software/applet/data platform development,data statistical analysis,etc,and then sum-marized and analyzed the information.Results The management mode of the outsourcing contract of the operating expenses of the 9 selected units can be divided into 2 types:"reforms to streamline the government,delegate power,and improve government services"and"informatization".Project leaders independently selected the cooperative units in the mode of"reforms to streamline the govern-ment,delegate power,and improve government services",which facilitated the efficient implementation of the funding budget,but might brought risks of fund supervision and auditing.The"informatization"mode relied on the technical service procurement platform to select cooperative units,supplemented by public and other forms of supervision,with a high degree of management standardization.However,due to the variety of technical services required for scientific research projects and the large number of units,problems existed such as the need for off-platform procurement and the supervision of platform units.Conclusions The external allocation of medical re-search project operating expenses is an important part of scientific research management and fund management.A solid guarantee for the high-quality completion of project tasks can be provided by consolidating the main responsibility of the project leader,scientifically selecting cooperative units,setting up the main responsible department for review and supervision,and signing standardized and effec-tive technical contracts.The construction of information platforms can also improve the quality and efficiency of the management work.With the development of interdisciplinary and cross-field cooperation,the application scope of scientific research and technical service contracts is becoming more and more extensive.Scientific research units urgently need to strengthen the use of scientific research funds and the supervision of technical service contracts,promote the improvement of the overall scientific research management level,and cre-ate a scientific and rigorous academic atmosphere and scientific research environment.
