The building of archives service capacity is the key to the high-quality development of the archives industry and the enhancement of core competitiveness of comprehensive archives.Using literature research and policy analysis methods,this paper analyzes the policies and regulations related to the construction of archives service capacity(including policy strategies,conference speeches,and laws and regulations)issued since the establishment of the People's Republic of China.It summarizes that China's archives service capacity building has gone through a preparation stage(1950s to early 21st century),a formation stage(2010-2020),and an upgrading stage(2020 to present),and from the four dimensions of goal,subject,object,and mean,the characteristics of China's archives service capacity building are summarized,including:closely focusing on the overall situation of the center,gradually clarifying functions,consolidating archive resources,and highlighting technological empowerment.
