The"Opinions on Promoting Modernization of Archives in the New Era"propose the high-quality development of the archival industry and the construction of archival industrial parks.As the main battlefield for promoting the high-quality development of archival industry,archival industrial parks require comprehensive planning,enhanced innovation,co-construction and sharing,and quality and efficiency improvements.However,the current situation falls short of these requirements.In response to this,the paper proposes a construction model led by archival departments,dominated by market entities,and participated in by third-party entities.Using the AGIL model analyzes the four essential functions:acquisition and allocation of construction resources,setting and achievement of goals,integration and coordination of elements,and sustainable development.Put forwards corresponding construction strategies:multi-stakeholder co-construction,accurate target positioning,precise resource supply,promotion of special legislation,and cultural construction empowerment.
