It is an important component of Chinese-style modernization to build a maritime power.Marx's theory on the rise and fall of maritime powers and the fine traditional Chinese culture provide theoretical support for building a maritime power.With the acceleration of the world's profound changes unseen in a century,the construction of a maritime power not only faces the practical test of realizing Chinese-style modernization but also faces real challenges from the severe and complex international situation.Faced with various tests and challenges,the construction of a maritime power must start with the crack of the"four deficits"to carry out General Secretary Xi's such proposals as global civilization,global development,global security,and global governance perspectives so as to build a peaceful maritime power by adhering to dialogue and consultation,to build a maritime economic power by jointly constructing the platform of the"Belt and Road",to build a maritime security power by improving the maritime security guarantee system and to construct a maritime governance power by innovating the maritime discourse system.
