Accelerating the formation of new quality productive forces will play an important role in achieving the goals of Chinese modernization.Under the new situation,China's marine governance capacity is facing great challenges.It is necessary to analyze the factors related to new quality productive forces,such as marine science and technology,talents,and management.A thorough research on the correlation between the development of new quality productive forces and the enhancement of maritime governance capabilities is essential.To this end,a foundational logical framework for the modernization of maritime governance must be constructed,by fostering innovation in maritime science and technology,nurturing marine talent,developing emerging industries,and reforming management models.By doing so,new driving forces and advantages for maritime development can be shaped,thereby promoting a new leap for marine governance capacity through the development of new quality productive forces.
