Public Services Accessibility in Island Cities from the Perspective of Public Value——Based on the Spatial Data of Public Sports Facilities in Zhoushan
Improving the level of public services and enhancing their equity and accessibility are crucial measures for promoting common prosperity.However,island cities inherently face disadvantages in the accessibility of public services.Based on the spatial data of public sports facilities in Zhoushan City,this paper examines the spatial distribution characteristics and accessibility of facilities by using Kernel Density Estimation(KDE)and network analysis methods.A comparative study is conducted by analyzing the coverage area and population ratio,both before and after the addition of school sports facilities.The results indicate that the spatial distribution of public sports facilities in Zhoushan City generally aligns with the patterns of population distribution,with most facilities clustered around densely populated areas and others scattered around street centers.The accessibility of Dinghai District and Shengsi County is relatively good,while Putuo District and Daishan County fare poorly.Under the"10-minute fitness circle"plan,the overall accessibility is poor,primarily due to the scarcity of public sports facilities,its uneven distribution,and insufficient road network.Adding school sports facilities significantly enhances accessibility in Dinghai District,Putuo District and Daishan County.Taking public sports facilities as an example,this paper further puts forward feasible recommendations on the construction of public service system in island cities.
