By means of survey,interview and comparison,the paper analyzes the legislative situation of local regu-lations in cities composed of districts.The analysis finds such problems as the phenomenon of legislating for the sake of legislation,the poor connection between local regulations and local government rules,the insufficient legislative publici-ty and solicitation of opinions,and the inadequate legislative talents.In view of these problems,some suggestions are made,such as improving the work system of local legislation,giving full play to the fundamental role of local govern-ment rules and regulations,and highlighting the local characteristics of the legislation of the city composed of districts.
