With the loss of the First Song-xia War,the public security is a serious problem in the Song Dynasty,which was mainly reflected by the increase in public service,the emptiness of the local army and the paralysis of the security system.After the tension of the war had eased,the Song government stabilized public security by increasing the number of soldiers to guard against thieves,restoring severe laws,combi-ning leniency and severity.In the face of the difficulties of governance in this period,the Song government successfully balanced the relationship between war and public security,and maintained the stable public se-curity.
