The establishment and abolition of Xuanwei Department in Western Zhejiang Province and the formation of the Provincial System in Jiangnan Region in the early Yuan dynasty
Following the Yuan dynasty's conquest of the Song dynasty,the Western Zhejiang Xuanwei Department was established in Hangzhou to manage the military and political affairs in the core area of the Southern Song dynasty,which was under the jurisdiction of the Jianghuai Province.Due to the turbulent gov-ernance in Jiangnan,the Jianghuai provincial government moved between Yangzhou and Hangzhou,and the power of the Western Zhejiang Xuanwei Department changed constantly.Overall,its military functions were gradually diminishing,with the department primarily responsible for managing local civil affairs,such as taxa-tion,culture and education.In late Yuan dynasty,the Yuan court strengthened its control over Jiangnan re-gion,and the provincial authorities seized the power of the department,which led to overlapping powers be-tween the province and the department,sparking ongoing contradictions and conflicts.Eventually,these issues prompted the Yuan dynasty to abolish the Western Zhejiang Xuanwei Department to strengthen the provincial system in Jiangnan region.The establishment and subsequent abolition of the Western Zhejiang Xuanwei De-partment reflects the twists and turns of the Jiangnan ruling policy in the early Yuan dynasty,and reveals the relevant historical details of the formation of the provincial system in Jiangnan region.
