责任政治视角下村干部推动协商治理的实践研究——以T县为例

摘要
村干部在协商治理中发挥着不容忽视的作用.从责任政治的视角出发,结合A省T县的案例,对村干部推动协商治理的实践进行审视,可以发现:面对治理责任与资源供给不均衡带来的履责困境,村干部选择借助协商治理机制予以纾解,即通过纵向维度的部门"协商应责"宣传、横向维度的试点"协商应责"示范,最终在全县层面上形成了"协商应责"实践.协商治理构建起村干部定责、履责和究责的行为系统,并带来"责任回应"效果,在一定程度上提高了村干部推动该政策的积极性.这一发现不仅为理解和指导农村基层协商治理提供了新思路,也为研究政策执行的"最后一公里"开辟了新视角.
Abstract
Village cadres play an important role in consultative governance.From the perspective of poli-tics of responsibility,this study selects the case of consultative governance in T County of A Province to exam-ine the practice of village cadres in promoting consultative governance.The study found that facing the dilem-ma of fulfilling responsibilities caused by the imbalance between governance responsibilities and resource sup-ply,village cadres choose to use consultative governance mechanism to alleviate it,that is,through the verti-cal dimension of departmental"consultative responsibility"publicity and the horizontal dimension of pilot"consultative responsibility"demonstration,the"consultative responsibility"practice at the county level was finally formed.Consultative governance builds a behavioral system for village cadres to determine,fulfill and investigate responsibilities,and brings about the effect of"responsibility response",which,to a certain ex-tent,improves the enthusiasm of village cadres to promote this policy.This finding not only provides new ideas for understanding and guiding rural grassroots consultative governance,but also opens up a new perspective for studying the"last mile"of policy implementation.
