On the Bureaucratic Basis of Digital Government by Law and Its Development
In the construction of digital government ruled by law,the bureaucracy should not be to-tally negated.The digital government under the rule of law does not break away from the hierarchical structure,and even operates under the hierarchical organizational structure by relying on the hierarchi-cal specialization and multi-hierarchical advantages.At the same time,by using digital technology,the government of digital rule of law realizes the coordination of professional departments within the hierar-chy,and makes the information spread faster among the layers,which is the inheritance and develop-ment of the hierarchy.In the future,the whole construction of the government should be strengthened.The internal cooperation and operation process of the government should be implicit and provide servic-es to the public in the name of the overall government.The construction of government client office should be strengthened,so that the public can easily access public services through various ways.The legal norms related to digitalization should be formulated to provide more legal basis for the digital gov-ernment ruled by law.
