How does Descriptive Representation of Women Affect Substantive Representation in Local Deliberative Democracy:Analysis Based on Field Experiment Data——The Data from the Field Experiment in Wenling
Deliberative democracy emphasizes fair and deliberative public conversation, but often faces gender inequality in practice. Many scholars seek resolutions from the women's descriptive repre-sentation.However the effectiveness of descriptive representation in actual operation is controversial. Can the descriptive representation of women truly promote their substantive representation in local pub-lic deliberation? If so,how does it work?Regarding these questions,we took the Wenling Budget Dem-ocratic Conference as an example.Through field experiments,we analyzed the effects and mechanisms of descriptive representation of women from the process dimension. The research findings indicate that women's descriptive representation in local public deliberation has a significant positive effect on their interactive behaviors and expression of women's interests. At the same time, the descriptive representa-tion,combined with moderating variables including speaking rules and authoritative intervention, forms an overall mechanism that influences the substantive representation of women in the deliberative process.
