The Transition of the Global Economy Pattern and China's Institutional Opening-up
With the rise of China economy and the emergence of a new round of technological rev-olution,the global"Center-periphery"economy pattern formed since World War Ⅱ is evolving towards the global"Bicenter-periphery"economy pattern.Institutional opening-up is a significant adjustment of the opening-up strategy in response to structural changes and to overcome current development challeng-es.This article explains the relationship between China's institutional opening-up and the changing of the global economy pattern taking the technological transformation of"Industry 4.0"as the background.This article argues that China's institutional opening-up bears two major historical missions simultane-ously:firstly,to reform and to innovate its internal systems,providing institutional guarantees for Chi-na's transformation into a global innovation platform;secondly,to participate in and to lead the con-struction of new international economy and trade rules,providing new institutional public goods for the cooperation and development of countries around the world under the new round of technological revo-lution.To this end,China needs to promote the development of new quality productive forces,lay the economic foundation for building a new international economic order that is inclusive,fair,and sustain-able,and promote the formation of a new global economy pattern and the construction of a digital econ-omy community with a shared future.
