摘要

浦东新区位于上海市东部,是城市化感潮河网地区.新区现有20余座区管水闸,水闸调度规则对河网水情有着直接影响.为确保防汛安全、改善水环境、加强活水畅流调度,需建立水闸联合调度模型系统.系统基于精度良好的数值模型并植入活水畅流、防汛四色预警及强对流短历时暴雨水闸调度预案,实现不同预警条件下的预案筛选和自动预报服务,预演调度效果,能为提高防汛防台应急管理能力和改善水环境质量提供"四预"(预报、预警、预演、预案)功能.

Abstract

Pudong New Area is located in the eastern part of Shanghai and is an urbannized tidal river network area.There are more than 20 sluices under district administration in the new area,and the regulation rules of sluices have a direct impact on the water regime of the river network.In order to ensure the safety of flood control,improve the water environment and strengthen the flood control of sluice and the smooth operation of flowing water,it is necessary to establish a joint operation model system of sluice.Based on the numerical model with good accuracy,the model system is implanted with running water,four-color flood control early warning and strong convective short-duration rainstorm sluice dispatching plan.The model system realizes the plan screening and automatic forecasting service under different early warning conditions,previews the dispatching effect,and can provide the functions of"four forecasts"(forecasting,early warning,rehearsal and plan)for improving the emergency management ability of flood control and typhoon prevention and improving the water environment quality.
