对富阳"7.22"山洪灾害复盘检视的思考与启示

小流域极端暴雨引发的山洪,在时间和空间上都属于小尺度事件,现有的水文气象观测和预报预警技术,在暴雨山洪监测预警中仍然存在较大的技术难度和不确定性.浙江省部分小流域山区复杂的地形、地质遭遇短历时强降雨,易导致山洪地质灾害发生,富阳区2023年"7·22"山洪灾害即为其中一例.通过对该突发事件的全面调研和复盘检视,分析"四预"过程,剖析灾害成因,抓住"四预"核心技术与敏锐问题,提出小流域山洪应急管理亟待完善的主要思路、对策建议.
Reflections and Enlightenment on the Review of the Mountain Flood Disaster in Fuyang on July 22,2023
Flash floods caused by extreme rainstorms in small river basins are small-scale events in both time and space.The existing hydro-meteorological observation and forecasting and early warning technologies still have great technical difficulties and uncertainties in the monitoring and early warning of torrential rain flash floods.The complex topography and geology of some small river basins in Zhejiang province suffer from short-duration heavy rainfall,which is easy to lead to the occurrence of mountain flood geological disasters,and the mountain flood disaster on July 22 of 2023 in Fuyang District is one of them.Through the comprehensive investigation and review of the emergency,the author analyzed the process of"Four Pre",analyzed the causes of the disaster,and put forward the main ideas,countermeasures and suggestions to improve the emergency management of mountain flood in small watershed.
