Thinking and Practice of the Water-housekeeper Mode in the Construction of Municipal and County Water Conservancy Projects
This article introduces the definition,characteristics,construction mode,and the responsibility relationship between"water-housekeeper"and the local government in response to the problems of high local financial pressure and insufficient professional and technical strength in the construction process of water network projects in some counties.Taking Lu'an City,Anhui Province as an example,it explains the steps and effectiveness of the water-housekeeper mode in local construction.During the practical process,this mode has shown that it can effectively integrate local existing resources and social capital,also enhance the professional level of local water conservancy engineering construction,and drive the coordinated development of regional industrial economy.The water-housekeeper mode can become a new mode for the investment,construction,and operation management of local water conservancy projects.
