To comprehensively implement the water management policy of"prioritizing water conservation,balancing space,systematic governance,and dual efforts"in the new era,adapting to the changes in economic and social development and water resource supply and demand,Ninghai County actively carried out pilot reforms in water intake rights trading focusing on promoting the conservation and intensive use of water resources from the source.By exploring innovative water rights trading models between enterprises,promoting water conservation,improving water resource utilization efficiency,utilizing market economy means,and optimizing water resource allocation,the county aims to ensure the development of water for regional industrial enterprises,and solve the supply-demand contradiction of regional water resources.
