Study on Labor Recruitment for Project of Guiding Huai River into Sea in the Republic of China Era
From the Southern Song Dynasty to the end of the Qing Dynasty,the people on both side of the Huai River suffered from the southern invasion of the Yellow River.During the period of Nanjing National Govern-ment,the Huai River Guiding Committee was established to open the chapter of systematic guiding for Huai Riv-er,among which the project of Guiding Huai River into Sea was a key link.Due to the shortage of financial re-sources,the project adopted a labor recruitment policy.First the recruitment plan was made by formulating the recruitment plan,clarifying the number of workers in each county and adjusting the recruitment policy in time.Secondly,the implementation of labor recruitment was actively promoted by various counties through publicity and the establishment of consultation committees and appropriate adjustment of salaries.The project was guaran-teed by improving accommodation allocation,enriching recreational activities,strengthening public security and improving recruitment methods.Although there were many problems affecting the progress of the project such as different organization and chaotic work,but the policy was in line with the national conditions at that time and conducive to the implementation of the project as a whole.
