Challenges and Countermeasures of High-quality Resettlement of Reservoir Immigrants in Context of Common Prosperity:Case Study of 14 Reservoir Resettlement Sites in Zhejiang
There are some shortcomings in current resettlement for reservoir immigrants in Zhejiang Province in terms of organizational construction,resettlement policy,resettlement level and the policy connection between resettlement stage and post-support stage.In view of this,the following suggestions are proposed:in terms of or-ganizational construction,it is suggested to orderly promote the construction of immigration agencies,the reor-ganization of immigrant villages and the enhancement of community integration;in improving resettlement poli-cies,it is recommend to introduce guidelines for identifying potential immigrants,to expand the coverage of pen-sion insurance,and to officially confirm the contracting rights of immigrant resettled in urban to collective land;in optimizing resettlement level,it is proposed to effectively monitor and assist low-income immigrants,as well as to classify and meet the material and cultural needs of different groups;in post-support stage,it is submitted to cultivate autonomous operation ability of collective economic organizations and to expand the scope of shared ben-efits from post support projects and reservoir development.
