Water Network Construction in Typical Areas of Zhejiang Province
The construction of water network in Zhejiang is the fundamental task of practicing the water govern-ance ideas of"water saving,spatial balance,systematic governance and two-handed force"and promoting the high-quality development of water resources.As one of the provincial water network construction pilot areas de-termined by the Ministry of Water Resources,it is of great significance to study the ideas and schemes of water network construction so as to promote the construction of local water network.It is suggested that the construction of water network in Zhejiang Province should include clarifying the construction foundation of water network,figuring out main problems,determining the overall pattern of water network and defining the constructing scheme of water net-work.It is put forward that the construction should be based on the reality of water network in typical areas such as mountain area,plain area and island area,which provides reference for ensuring the operation of water network project,improving the intellective level as well as legal management of water network.
