Difficulties and Countermeasures of Local University Governance under the Perspective of Fund Structure
Local university governance in China is facing the dilemma of weak endurance of the traditional operating system with planning as its main characteristic and tool, and inadequate new system construction with market competition and cooperation mechanism as its core.This paper starts from the public finance perspective and combines planning and market.It proposes to establish the financial allocation mechanism combining competition and non-competition, give more financial support to local universities, improve local university internal stakeholders' benefit, clarify problem orientation, accelerate and guide local universities' participation in collaborative innovation, improve the integration of local university research and market, and accelerate the transformation of achievements.
