Research on the Hindrance in the Implementation of Non-governmental Higher Education Policies
Hindrance is a common concomitant phenomenon in the implementation of non-governmental higher education policies.The contradiction between the profit-making nature of hosting activities and the rejection and restriction of profit-making by policies is the cause of the hindrance of policy implementation in non-governmental higher education.Such implementation obstacles hinder the implementation of policies,increase the cost of policy implementation and weaken the credibility of the government.In order to standardize and support the healthy,stable,and sustainable development of non-governmental higher education,it is necessary to redefine the understanding of the hindrance issue,explore its potential or practical constructive functions,avoid possible implemen-tation errors,and minimize the hindrance phenomenon in the implementation process of non-governmental higher education policies.
