How to Break the"Dilemma"in Selection of Organizational Attributes of Non-governmental Institutions of Higher Learning:An Analysis based on the Policy Implementation Environment
The classified management of non-governmental institutions of higher learning is an institutional arrangement based on the needs of social development and the law of higher education itself.However,in the specific promotion of the policy,there is a deviation between the expected and actual response degrees.This has led most non-governmental institutions of higher learning to fall into a'dilemma'regarding their choice of organizational attributes,adopting a wait-and-see attitude towards the advance-ment of classification management policy.From the perspective of policy implementation environment,the policy implementation environment restricts the effect of the policy promotion.Therefore,the effective promotion of classified management policy needs to further optimize the policy implementation environment,such as institutional environment,policy environment,social psycho-logical environment,and stakeholders'cognitive environment,etc.,so as to quickly overcome the'dilemma'of organizational attribute choices faced by non-governmental institutions of higher learning and to accelerate the implementation of classification management policy.
