The Institutional Logic and Pathways of Municipal Government Governance of Non-profit Non-governmental Institutions of Higher Learning
The governance of non-governmental institutions of higher learning by local governments is an important issue concern-ing the survival and healthy development of non-profit non-governmental institutions of higher learning,as well as the reform of higher education system.The institutional logic of Chinese government's governance of higher education determines that municipal governments play a crucial role in the external governance of non-profit non-governmental institutions of higher learning.The fail-ure of municipal governments in financial support,the stagnation in policy advancement,and the lack of regulation in intervention are important factors contributing to the development difficulties faced by non-profit non-governmental institutions of higher learn-ing.Therefore,municipal governments should play the roles of practitioners of the rule of law in non-governmental higher educa-tion,pioneers in promoting its reform and development,and leaders and coordinators of the local external governance system for non-profit non-governmental institutions of higher learning,thereby enhancing their role in promoting these institutions.
