Experience and Enlightenment from EU's Smart Specialization Strategy
Innovation is critical to national and regional competitiveness,and it is highly prioritized by governments at all levels across various regions.The EU's smart specialization strategy has played a significant role in enhancing the innovation capacity and competitive advantage of various regions in Europe.This paper summarizes the background,operational processes,policy features,implementation effects and lessons learned from the EU's smart specialization strategy through literature analysis.On this basis,it proposes to choose and formulate priorities based on regional characteristics,introduce bottom-up governance mech-anisms,design and implement policy cycles including monitoring and evaluation,and promote broad cooperation oriented towards global value chains.These recommendations aim to provide references for local governments in China in formulating innovation and entrepreneurship policies.
