高危险性体育赛事监管智慧化转型困境与纾解路径研究——基于智慧监管理论视角

摘要
运用文献资料、实地调研、专家访谈等方法,在厘清智慧监管内涵的前提下,明晰智慧监管理论嵌入高危险性体育赛事安全监管的必要性,探究我国高危险性体育赛事监管智慧化转型困境及纾解路径.研究认为:智慧监管具有数据化、智能化、可视化、协同化的内涵特点,并从监管理念、监管手段、监管主体、监管效果四个方面分析了智慧监管的设计框架.当前,我国高危险性体育赛事监管智慧化转型存在理念认知滞后、监管手段传统、监管主体单一、监管效果不佳等转型困境.针对上述问题提出纾解路径:变革理念为智慧化转型扫清障碍;技术赋能推动智慧化转型全面升级;监管合力助力智慧化转型提质增效;资源整合提升智慧化转型效果.
Abstract
By using the methods of literature,field investigation,and expert interview on the premise of clarifying the connotation of intelligent supervision,this paper clarifies the necessity of embedding intelligent supervision theory into the safety supervision of high-risk sports events,and explores the dilemma and relief path of intelligent transforma-tion of high-risk sports events supervision in China.The research holds that intelligent supervision has the connota-tion characteristics of data,intelligence,visualization and coordination,and analyzes the design framework of intelli-gent supervision from four aspects:supervision concept,supervision means,supervision subject and supervision effect.At present,there are some difficulties in the intelligent transformation of high-risk sports events supervision in China,such as lagging concept cognition,traditional supervision means,single supervision subject and poor super-vision effect.In view of the above problems,the relief path is proposed:the concept of change clears the obstacles for intelligent transformation;technology empowerment promotes the comprehensive upgrading of intelligent trans-formation;supervision work together to help smart transformation improve quality and efficiency;resource integra-tion enhances the effect of intelligent transformation.
