Research on the Characteristics and Practices of Policy Provision in National Sports Consumption Pilot Cities from the Perspective of Policy Tool Theory
Policy evaluation is an important basis for the scientific formulation,optimization,and improvement of sports consumption pilot city policies.Based on the theory of policy tools,the content analysis method and Nvivo 12 software are used to analyze the characteristics of policy text supply and practice effectiveness in 28 pilot cities.The results show that:①the supply-type tools in the policy text occupy the"mainstream",obviously relying on the sup-ply of consumer products;the demand-type tools are weak in the role of"encouragement and guidance",and the practical content of financial and tax support is missing;the internal coordination of the environment-type tools is in-sufficient,and the"governance"of the policy is not sufficient;and the"governance"is not sufficient.Insufficient,"governance"features.②The effectiveness of practice is manifested in the integration and development of"Sports+",which promotes the diversified supply and upgrading of service products;the top-level design leads the reform of the institutional mechanism of"releasing,managing and servicing",which still needs to be refined and perfected at the practical level;multiple measures are taken to support the cultivation of market players,but the accuracy of policy implementation needs to be improved;the accuracy of policy implementation needs to be enhanced;and the creation of a new market is still in need of improvement.The precision of policy implementation needs to be improved;create a deep sports and fitness health atmosphere needs to be,created"all-crowd"sports consumer groups needs to be culti-vate through multiple channels,and three targeted recommendations based on the above analysis needs to be put for-ward.
